My doctor says I have some symptoms of arthritis in the back, as I feel some numbness and pain in the neck. Is that normal?

I can not be sure the information you have, but it is unlikely that the case of arthritis at the age of 31 years. My first consideration would be a musculoskeletal problem. Ask your doctor to refer you to a physical therapist self-directed exercise programs .
